Terms of Service

These terms apply to the Environmental Incident Reporting System (EIRS) of the City Environment Management Office (CEMO), City Government of Bago.

Registration is only for residents of Bago City. You must upload a clear Philippine National ID. Your name, birthday, sex, street or purok, and barangay are copied from that ID and cannot be typed in by hand.

You agree to submit reports that are true to the best of your knowledge. A false, made-up, or malicious report may be rejected and may be referred under applicable laws.

EIRS is for environmental incidents such as illegal dumping, pollution, deforestation, oil spill, and similar hazards inside Bago City. It is not an emergency hotline. For danger to life or property, contact local authorities immediately.

CEMO and assigned field responders may review your report, visit the location, and update the status until the case is closed. You can follow that progress in your account.

A report is checked from the incident photo, the description, the category, and the location inside Bago City. That check does not use your name, birthday, sex, address, mobile number, email, or National ID.

Keep your password private. You are responsible for activity under your account.

Privacy Policy

CEMO collects only what is needed to verify that you live in Bago City and to process environmental reports.

From registration we keep your first name, middle name, last name, birthday, and sex as read from your National ID, your street or purok, barangay, email, Philippine mobile number, and a protected password. The ID photo is kept so CEMO can confirm the account. It is not published.

From a report we keep the description, category, photos or video you attach, and the location of the incident. Staff and administrators who handle the case can see this information. It is not sold and is not posted as a public profile.

Your name, birthday, sex, address, mobile number, email, and National ID are used only to confirm that you live in Bago City and so CEMO can contact you about your own report. They are not sold, not shown on a public page, and not used to decide if a photo shows a real incident.

The incident-photo AI does not receive those identity details. It looks only at the photo attached to the report. The National ID image is not part of that check, is not published, and is not used to train the photo AI.

The letters on the National ID are read with Tesseract, on the EIRS server or in your own browser. The ID photo is not sent to Gemini, OpenAI, or another outside reader. It is kept only so CEMO can confirm the account.

Your mobile number is used so CEMO can reach you about your report. It is stored only if it is a 10-digit or 11-digit Philippine number.

You may ask CEMO to correct your contact email or mobile number through your account settings or at the CEMO office. Name and address stay tied to the National ID used at registration.
